세계기상기구(WMO)와 유엔環境(환경)계획(UNEP)이 공동 추진하고 있는 기후alteration(변화) 에 관한 정부간 협정(IPCC)의 1차 과학보고서(1990)에 의하면 과거 100년 동안 기온이 약 0.5℃ 상승하였으며, 특히 1972년 이후 약 10년 동안 약 0.3℃ 의 급격한 기온상승이 나타났다.

온실effect를 일으키는 `온실가스`에는 이산화탄소(CO2), 메탄(CH4), 아산화질소(N2O), 하이드로 플로로 카본, 파플로로 카본, 6불화유황 등이 있따

1) High-risk Ecologcal problems 고위험 생태적 문제 - 전반적인 생태계에 문제를 일으킴, 발생 범위가 전지구적이고 그 해결을 위해서 전세계의 모든 나라가 서로 협력해야한다.

지구온난화는 지구의 온도가 상승하는 현상으로, 온실가스에 의한 온실effect(green house effect)가 그 요인으로 지적된다 즉 인간의 활동, 특히 화석연료를 태울 때 대기중으로 배출되는 온실가스의 증가로 지구의 온도가 계속 상승한다는 것.
■ 온실effect
온실effect란 태양열이 지구에 투사하고 반사되는 과정에서, 온실가스가 반사열의 일부를 흡수함에 따라 대기의 기온이 상승하는 현상.
지구는 일정한 온도를 유지하기 위해 지구의 열을 우주공간으로 방출해야 한다.
